Under Section 428J and 460 of the Higher Education Act, the Teacher Loan Forgiveness (TLF) program offers up to $17,500 in federal Direct and FFEL loan forgiveness for highly qualified teachers who instruct full-time for five consecutive, complete academic years in designated low-income elementary or secondary schools.

Tiered Benefit Amounts

  • Up to $17,500: Full-time mathematics or science teachers in eligible secondary schools, or full-time special education teachers in eligible elementary or secondary schools.
  • Up to $5,000: Full-time elementary or secondary teachers in other subject areas (such as English, social studies, art, music, or physical education).

Mandatory Five-Year Service Requirements

  1. Must teach full-time for five consecutive, complete academic years.
  2. The school or educational service agency must be listed in the official Department of Education Directory of Designated Low-Income Schools for Teacher Cancellation Benefits (TCLI Directory).
  3. Loans must have been disbursed prior to the conclusion of your five consecutive years of qualifying service.

Crucial Trap: Teacher Loan Forgiveness vs. PSLF

Under federal statutory rules, you cannot double-count service periods. The five years used to earn $17,500 or $5,000 under TLF cannot be counted toward the 120 payments required for Public Service Loan Forgiveness (PSLF). If you owe more than $25,000 to $30,000 in student loans, pursuing PSLF under an IDR plan will usually cancel far more total debt than TLF.
